RAP Tax Arts Funding – Application Information
Overview and Eligibility
Tax-exempt organizations located in Ivins City, or those that contribute significant tax revenue to the City, are eligible to apply for the excess RAP (Recreation, Arts, and Parks) tax funds for arts-related projects taking place within Ivins City. Applications must be submitted by 5:00 p.m. on the last Friday in December each year.
Background
The renewed RAP Tax in Washington County was approved by voters in November 2024 and began a new 10-year funding cycle on April 1, 2025. Per Resolution 2015-03R, the Ivins City Council allocates its portion of RAP tax revenues as follows: one-third each to Recreation, Arts and Parks.
Resolution 2025-05R further stipulates that the first $30,000 in annual arts RAP funds be distributed as follows: $10,000 each to Tuacahn (to fulfill a contractual bond obligation), Kayenta Arts Foundation, and the Ivins City Arts Commission (for the Arts Corridor project).
After these allocations, any remaining arts RAP tax funds are available through a competitive grant application process.
Special Note
Beginning this year (FY26), the Arts Commission is transitioning to a fiscal year (July 1, 2025-June 30, 2026) budget cycle to align with the City’s fiscal year reporting, rather than the previous calendar year format. As a result, available RAP tax funding for this cycle will reflect only 8 months of revenue, instead of a full 12-month allocation.
